Evaluation of Scientific and Technological Achievements | Internationally Advanced Level | The Exchange Hall successfully organized and held a scientific and technological achievement evaluation conference at Guangdong Boxing New Materials Technology Co., Ltd.

On March 14, Guangzhou Science and Technology Finance Group’s Guangzhou Science and Technology Exchange Center Co., Ltd. (hereinafter referred to as the “Exchange Center”) organized experts to evaluate the scientific and technological achievement titled “Research and Development and Industrial Application of Key Resins for UV Ink Used in Touchscreen Process Protection,” completed by Guangdong Boxing New Materials Technology Co., Ltd. The expert panel for this evaluation consisted of Professor Ruan Wenhong from Sun Yat-sen University, Professor Yang Zhuohong from South China Agricultural University, Professor Zeng Xingrong from South China University of Technology, Professor Liu Xiaoxuan from Guangdong University of Technology, Professor Zhu Hong from South China Normal University, Researcher Liang Liyan from the Guangzhou Institute of Chemistry, Chinese Academy of Sciences, and Senior Engineer Ye Jiachan from Guangzhou Chemical Research and Design Institute Co., Ltd. (listed in no particular order).

The meeting was chaired by the Exchange Center. In accordance with the standards and procedures stipulated for the evaluation of scientific and technological achievements, the project team presented a report covering the project’s background and significance, research methods and technical approach, progress of the study, key research findings, the status of application and commercialization of these findings, as well as an analysis of their future prospects and technological innovation highlights. After listening to the project team’s presentation, the expert panel posed questions on relevant issues and conducted an objective and impartial comprehensive assessment, focusing particularly on the project’s scientific rigor, innovativeness, advanced nature, application potential, and market value. The expert panel unanimously concluded that the overall technology of this achievement has reached an internationally advanced level.

This project addresses the issues of slow curing, poor adhesion, and inadequate corrosion and abrasion resistance inherent in UV-curable inks used for touch-screen manufacturing processes. It focuses on research into the structural and performance modulation of UV resins. Starting from acrylates, a series of modified acrylate resins have been successfully developed through monomer copolymerization and chemical modification. These resins are specifically designed for use in UV inks intended for touch-screen manufacturing processes and exhibit several advantageous properties: moderate curing speed, excellent adhesion, balanced hardness and flexibility, superior corrosion resistance, and easy film removal.
The project’s technology has been granted more than 20 authorized invention patents, and its series of products have been put into industrial application, primarily serving well-known domestic enterprises with significant economic and social benefits.
Introduction to the Organization That Completed the Achievement
Guangdong Boxing New Materials Technology Co., Ltd. is a real enterprise specializing in the R&D, production, sales, and technical services of new UV/EB curing materials. The company has been successively recognized as a National High-Tech Enterprise, a “Specialized, Fine, and New” SME in Guangdong Province, a Guangdong Province Contract-Honoring and Creditworthy Enterprise, a High-Growth Private Enterprise in Guangzhou, and a Guangzhou Science and Technology Little Giant Enterprise. Its main products include UV/EB monomers, UV/EB resins, and polyether polyols. These products find applications in fields such as UV wood coatings, PVC, paper varnishes, glass protection, UV adhesives, electroplating primers, electroplating mid-coats, electroplating topcoats, plastic clear coats, automotive interiors, 3D printing, screen-printing inks, offset printing inks, PCB inks, three-proof coatings, UV inkjet inks, and UV nail gel polishes.
Technology Achievement Evaluation Services at the Exchange Center
Technology assessment is an important mechanism for promoting the commercialization and application of scientific and technological achievements and for stimulating technological innovation across industries. It serves as strong evidence of the successful transformation and application of these achievements. The professional evaluation conclusions, rigorously scrutinized and carefully reviewed by the expert panel of the assessment committee, enjoy high credibility and widespread recognition. They can significantly enhance the value of scientific and technological achievements and accelerate their commercialization. At the same time, technology assessment plays a crucial role in enhancing enterprises’ market competitiveness by helping them showcase their technological strengths and establish distinctive competitive advantages.
Since 2002, the Exchange Center has been responsible for the appraisal of scientific and technological achievements in Guangzhou City and serves as the sole acceptance window for appraisals of non-planned scientific and technological achievements in Guangzhou. In 2016, the administrative functions related to achievement appraisal were abolished, and the appraisal process is now self-regulated by third-party institutions. In July 2021, the "Guiding Opinions on Improving the Mechanism for Evaluating Scientific and Technological Achievements," issued by the State Council, emphasized that perfecting the mechanism for evaluating scientific and technological achievements hinges on properly addressing the questions of "what to evaluate," "who should conduct the evaluation," "how to conduct the evaluation," and "how to make use of the evaluation results."
